To make it lighter and more foldable, the joints are joined only with a small rope. The cable is for audio systems.
Personally I don’t use balun but only a very light center.

Comments: 
Linked Dipole has been used for many years in both QRO and QRP. It has the advantage of being light and, if you dedicate a little patience in the realization phase, practically without ROS. The sockets make the monoband dipole. Reducing the pole is essential to change the band. Defect, to install this antenna, are the need of the pole and space to place the dipole.
The other antennas used in QRP I do not find them so performing but have the advantage of being space-saving.
